allow to detain homeless person, serious?

Yesudas said the biggest issue with the DPA 1977 is that it allowed authorities to target people for being poor, criminalising them for their economic status.
Under the act, the authorities have the power to detain a homeless person and produce him orher in front of a magistrate before imprisoning them.
If the magistrate has reasons to believe that he or she is a destitute person, an order can be made to temporarily admit the person to a welfare home for one month, pending a report from the officer.
After which, if the magistrate is satisfied with the report, the order can be extended for a further period of three years.

Holy crap! Being poor or homeless in Malaysia is a big disadvantage with such act, may lead to imprison. Is this really against human right? Is this mean we need to CHEAT, STEAL, KILL and ROB as long as we are not poor and homeless right? You have a highest number civil servants compared to other countries yet, the best idea you had right now is to rid off homeless people from the city without solution to assist them with sincere heart. It is not a crime being poor nor homeless! jobs are in the city, where got money to pay transportation when they cannot even afford a meal?
Do hope govt willing to discuss with NGO to find solutions and assistance to people in need of help, don't simple make a decision without looking at the consequences. Let's have a win-win situation in both side!
